British Railways Refreshment Rooms poster, circa 1950

Do steam locomotive funnels smoke like that?  No; more likely it's intended to suggest the wispy smoke of a cigarette on an ashtray while passengers sit in the refreshment rooms awaiting a train.  Suggesting the cigarette would be a no-no these days.

In NZ the Railways Refreshment Rooms was a rather different institution: see our books and earlier posts.
